They were both listed as having been born in Wales, respectively, with both of them listed as having parents born in a foreign country (as was the case for everyone listed on this page of the census schedule, with one exception). Their occupations were listed as Keeping House and Miner, respectively. The household was listed as having real estate worth $1000. No value listed for personal property. A young man, David Evan Philips, was listed as living with them. His relationship to them is unclear (he could be a relative, an employee, or perhaps a boarder). No one was listed as having been married within a year prior to the date official census date. The two men in the household were listed as being able to read and write, but Jane was listed as unable to read and write. No one was listed as attending school. The official date of that census was 01 June 1900. He was listed as age 17, single, born May 1883 in Pennsylvania. This census is unique (up to that time) in that month and year of birth were requested for each individual, in addition to age at the official census date. His father and mother were both listed as born in Pennsylvania. His occupation was listed as Day Laborer. He was listed as able to read and write and speak English.2

Brothers William Charles Phillips (listed as William Phillips) and John Arthur Philips (listed as John Phillips) appeared as “roomers” in the household of Regis L Debolt on the 1910 Federal Census of Uniontown (Ward 3), Fayette County, Pennsylvania, enumerated 16 April 1910. The official date of that census was 15 April 1910. The home was listed as owned, not mortgaged, and not on a farm. William Charles Phillips and John Arthur Philips were listed as ages 27 and 25, respectively, both born in Pennsylvania, both single, and both able to speak English. Both were listed as being able to read and write. The occupation for both William and John was listed as carpenter in the “home industry” probably meaning the home-building industry. Both were listed as not at work the week prior to the census, but both indicated zero weeks of unemployment during 1909. No severe vision, hearing, or speaking disabilities were listed. Neither of them attended school.

Others in the household included Debolt’s wife, two children, a grandson, a servant, one other roomer. One other household on this census schedule page indicated they rented a room to a lodger.4

William Charles Phillips registered for the World War I draft on 12 September 1918. At that time, he listed his permanent address as S Main Street, Masontown (German Township), Fayette County, Pennsylvania. He gave his occupation as Contractor and Builder (self employed), with his place of employment being his home address. He listed his father, David Evan Philips as his nearest relative. His father's address was given as Portland, Oregon (with no specific street address). His height and build were listed as "Medium", eyes: brown, and color of hair: dark.1

William Charles Phillips's father, David Evan Philips, died in William'a home in Muse, Cecil Township, Washington County, Pennsylvania, on 13 February 1925.5,6

William Charles Phillips (listed as Wm C Philips) and Nan M (--?--) (listed as Nan M Philips) appeared on the 1940 Federal Census of Morgan (unincorporated community), South Fayette Township, Allegheny County, Pennsylvania at House No. 13 (Unnamed Street), enumerated 5 April 1940. The home was listed as rented, valued at $970, and not on a farm (the information describing the home is unusual; its possible significance is discussed further below). The official date of that census was 01 April 1940. Both household members were listed having lived in rural Middlesex County, New Jersey, on 1 Apr 1935 (which was stated to not be on a farm).

William and Nan were listed as ages 56 and 44, respectively, both not attending school in March 1940, William having completed 8 years of schooling and Nan having completed 1 year of high school. William was listed as born in Pennsylvania and Nan was listed as born in Virginia. William was listed as employed, not seeking work, and had worked 35 hours the week of 24-30 March. His occupation was listed as the Foreman Carpenter for a coal mine, as a paid worker. He worked 40 weeks in 1939, earned $1440 in wages and had no other income (other than wages and salary) in excess of $50. Nan is listed as doing housework, not employed for wages, and not seeking such employment the week of 24-30 March. No 1939 wage income was reported for her and she did not have non-wage income in excess of $50 in 1939. The population schedule indicates that a farm schedule was not filed for this household.

Normally, when a home was rented, the monetary-number associated with the residence, for purposes of the 1940 census, is the monthly rental. For this home, it appears that the value of the dwelling ($975) is provided (that is something like the construction cost or resale value). Based on the totality of the page (such as that the same value is listed for several apparently identical dwellings, instead of a monthly rental rate -- and that that the dwellings seem to be numbered in a sequence, not with "street-type" house numbers), it is possible this home was in a "mine village" community, where cabin-likes homes were provided to employees (possibly as part of their compensation). However, as possible counter-evidence to this theory, the last two households on this page of the census schedule do list a monthly rental value ($10 per month).8

William Charles Phillips died on 25 November 1967 at his home in at Dade City, Floriida. An obituary indicated he had moved to Dade City in 1950 and had been the building inspector there until his retirement in 1962. He was a member of the Dade City Church of God and was was a Mason. He was survivor by his wife, Nan M (--?--) (listed as Nan M. Phillips) and a step-daughter Mary (--?--) (listed as Mrs Mary Gerlando), of Carteret, New Jersey. At age 84.9
