Many years ago, I read a novel called "The Ugly American" (later made into a Marlon Brando movie). The novel described an episode where the US government gave aid to a country (food, if I recall correctly), but (thru bureaucracy in inaction) ensured the people of the recipient country did not know the aid was from the people of the United States. I was reminded of the episode in that book when I saw this sign -- in English -- in a public park in a primarily-Arabic-speaking country.
