There were several modes of transport for people who did want to walk (or were unable too -- I believe it was 4 miles in downhill) and them 4 miles out (uphill). The transport SEEMED to be "zoned," with horses in one area, carriages in another, camels in another, and donkeys in yet another. This could have been to make people who wanted to use transport all the way pay multiple fees -- but that's speculation, I'm not sure about it.
