Flags.
One seems to be the Israel flag. I'm not sure what the others are, but neither one looks to me like the flag of the Palestine Authority (based on a internet serach for what the Palestine flag looks like).
Based on maps, I thought the area directly across the river here was a portion of the West Bank controlled by the Palestinian Authority. I was surprised to see the Israel flag. Perhaps, Israel retains control of the borders -- so the Palestinians are sefl-governing only in the internal regions of the West Bank. I haven't tried to research this in any detail.
