This is a new building under construction. Note that the horizontal beams are made of wood. This will probably be a common consturction technique there in the future. The wooden buildings in town held up much better in the severe earthquake than other types (our tour driver guide indicated a new mantra on their zoning board -- or whatever organization is re-writing the city building codes -- is "wood is good").
